The guy says that i need job level 9 or higher when im job level 10. Not sure if its bugged or something. Anyone help?

If you are lvl 10 you just need to gain one more lvl and he will ask a couple of easy questions before you can change into TK Kid.

This is an usual reply to people who have not distributed all their skill points yet, so: Are you sure that you have Basic Skill lvl 10?
Then he should tell you about the "gain one more level" part and ONLY THEN the newly gained level counts!
