Returning drop rates to not-level based.

Troll all you want, the level-based drop system is a waste of code.

Example: Quests that require you to get <x> low level items. Orc Helm Quest, 10,000 jellopies, Job Change Quests, <x>, <y>, and <z> low level items.

It makes an already time consuming waste even more so.

Same with exp, from what I've seen, it forces you to level in <x> areas. So when a majority people are the same level, and the spawns end up being timed...

I would second this. But if all they did was ease it up so that it takes 15 levels (instead of something like 10) to get the max drop penalty when 93% of the players were opposed to it... well, what do you think they'd do with this suggestion?

Also, can't do that with the EXP. The exp tables are very different and would be completely ruined without exp penalties. ALTHOUGH, I really do think it would be funny to extend the chart and just make percents getting smaller and smaller until, maybe 50 levels higher you get nothing.
