how do people get effects on their the sign accessories like phen?

IIRC it actually has a slot, it just doesnt show it. if you doubke click an accessory card with the sign in your inventory, the sign shoud show up in the list sorry, wrong

Slotting the Sign was actually part of a spotlight event, I think.

Nope.

It was for the Nifflheim Spotlight event. If you did all the quests associated with it, then you could talk to Victoria Qwest and get additional EXP as well as the ability to slot The Sign. You just had to go back to Engel or whatever his name is in the Mjolnir Dead Pits with the card and he'd do it for you.
