Dungeons? Usually @ 20. Where the first real dungeon is Wolves Cave.
You can party any time, you need too honestly, it takes too long for us FS to level because of our level 1 skill.
Ask people around you if they can party up.

ASAP, wherever area possible. Try to party as much as possible with people in sync with your quests, that's how power leveling
is done. Keep the party alive as the other members bite more monsters than they can chew. It would be much faster that way but mana draining so bring a fair amount of blue pots.

Usually you won't start getting real help until you are in the middle 30s.
A few tips:
-Stick to Channel 1, it has the highest population so more chances for you to find a partner.
-State to the people that you are a full support and that you need help, some people assume you are a dps priest sometimes that just want to leech.
-Find a bunch of partners and befriend them, always useful to have a bunch of options to level along with you when you log-in.
-Getting a guild helps sometimes, but you will need one organized enough that clearly knows the fact that helping the full supports to level IS important.

As far as dungeons goes, once you hit Payon people will bite each other heads to have you in their parties, priests are currently in high demand, specially on the early 40s atm.

I just did my first full party at wolfs cave. Before that I could solo no problem. So try around there.

As a FS I must say my build worked beautifully for my team in wolves cave.

Partying at dungeons is a must. Every enemy is hostile.

For partying with random people for questing, 30+. The monsters start hitting really hard when you get to Divided Plain.

So just fairly slow leveling until party range. Mashing asperio and HL is starting to get boring.
