I don't see the point of frost diver if a WInd Seal proc doesn't stack with it, I was disgruntled to see lightning bolt not eat up the proced charges while an enemy is frozen.

Frost Diver gives you on-demand doubling to your skills when you want it (assuming it works on the mob). It's also nice for soloing because it holds the mob out of range, lowering damage intake.
Having Wind Seal procs get eaten by a mob that's already doubled would be terrible. Either you waste procs, or they make it so it quadruples damage. Either one is a bad idea. The former is bad because, obviously, who wants to waste procs? The latter is bad because our damage is already very high, quadrupling damage with both frozen status and procs would make it just absurd.

There is a point to Frost Diver in its current state. At the moment double damage from lightning spells when a target is frozen takes presendence over Wind Seal proc's. It would be nice if Wind Seal proc's worked in addition with frozen status double damage from lighting spells. However for now at least the proc's don't get eaten up while only giving double damage instead of more

And no, the damage would not be absurd at all. ;D Frost Diver currently has diminishing returns. That is easily the main point to justify a 4x damage on frozen targets using lighting spells.

It just doesn't eat the stacks up, this way you can just proc FD at the start to get your first spells in to do double damage. And it lets you continue to use said stacks after FD wears off. You are aware that when a mob is FD it takes double damage from lightning right, is that why you're confused?

I only use Frost Diver if there's no Wind Arms proc in the first place.
Usually, there will be atleast one Wind Arms proc after defeating one monster. I simply use it for the next monster.
