No that reason why I am so confused is, I tried and tested it the CEB does more magical damage with TV but not with other WL skills.

CEB and RPB effects have not changed.
Both give demihuman resistance, CEB increases physical and RBP increases magic damage.
We tried to get the GMs to fix the desc, and... didn't work out so well. Hopefully it'll get sorted this week, along with the next batch of problematic descriptions.
