The reason we don't agree with that method is that when we do it, the file that we paste into does not match the file that we copy from.
For example, I just followed your instructions.
The file you posted is a valid file - though it's old, it'd repatch from dec 2012.
I can open it in XVI32 and it has a value of 2111, in hex, it's 3F 08 00 00
Now, after we open it in notepad, copy it, then open another patch.inf, paste, and save, we have a different value.
I now open this new file in XVI32 and it has a value of 538970175, in hex, it's 3F 08 20 20 - Because notepad is a text editor, it's replacing the 00's with 20's (which I guess it feels is more appropriate for a text file)
If you use this in RO, it will never patch again, it thinks it's applied the first 538970175 patches, and we're only on patch 2322. So it won't ever patch, and next time a new headgear is added, you'll start getting sprite errors

The correct solution:
1. Open Patch2.txt in your RO folder. Find the number next to the most recent patch that you know was successfully applied. All the patches have a date in their name, so just find a date that you know you have patched successfully after, and write down the number for that patch.
2. Go to Ren's patch.inf generator http://choobs.org/stuff/patch.php and enter that number. It will give you a patch.inf to download.
3. Go into your RO folder, and delete the existing patch.inf and replace it with the new one.
