My friend's AB has 102%(from cards and gears such as +9 CoD and 7/6/6 FAW etc etc) cast reduction but seems like all of her skills have a small cast time to it. Does anyone know if high priest/AB skills all have fixed cast time or is it just the entire game that has a fixed cast time?

Almost all the high priest skills have a fixed cast portion. Actually, i think all the 2nd class skills that have a cast time has a fixed cast portion except for like 1 or 2.
And yes, almost all AB skills have a fixed cast time portion as well.
