Alright i remember awhile ago a guildmate of mine said that if you upgrade items with percent(% matk/atk/w/e) that you can gain a additional percent without it saying"upon +7 item goes to blah and upon +9 and addidtional blah!" Is he spreading false facts or is this true?

False. only depends on if its Armor type, or level of the weapon.
