its a poor man's ride word hat. half as effective as an non upgraded rideword hat but practically free. Chance to proc seems to be around 1% to 1.5% from my experience. So its about the same as a ride word.

GMs should add an upgrade effect to it.
Example:
if +7 = 7% proc rate for hp/sp restoration
if +9 = 9% proc rate for hp/sp restoration

oh yea i would love it if the hat offered a higher proc rate at high refines. Sort of like an alternative to rideword hat. Although i think maybe +7 = 3% proc rate would be more appropriate.

Its funny you say that, because it seemed to proc more for me than rideworld ever did.
I'm finding it to be more useful on my ranger than a rideworld hat.... and I got it for free

I agree with you
GMs should look out for buffing little things such as this so that RO can be more newbie friendly
