Like I have for my ninja -

 

+9 CoD with Dark Illusion Card -30%

Bazerald Spell 4/4 -20%

Fallen Angel Wing Spell 6/6/7 -30%

RWC Pendant x2 spell 2/3+2/3 -28%

 

Which totals to 108% cast time reduction. I still can't instant cast with it, does this apply to all the other classes?

It depends on the skill. Not all skills are variable cast time. There are skills with fixed cast time; these are reduced by things like sacrament, buwaya agimat tattoo, etc.

 

For skills that are 100% variable, then you should be doing instant cast with your gears.

Yeah that's weird because, "all" the ninja skills I've reduced 100% and up with cast time reduction gears. So far though, all of them has a cast time. What am I doing wrong if I am?

Geneticist skills are almost all full variable and sorcs can achieve instant with ventus. Like kali said it depends on the skill but those 2 classes get instant easiest. Some suras and rangers can get instant too. Ugh to add to the sacrament thing, I hate it when gens and rangers ask for it in TI

If you use sixteenth night it will remove your ninja skills' fixed cast time.

Also while I'm at it, do you guys think that magic build atm is worth using over say... STR/VIT build?

How does a sura get instant without sacrificing damage or vitality? GoH is near insta but it's not. I would hardly call a vellum gfist insta sura

maybe its your stats... and you have your build unbalanced with your gear that is a pretty common problem

If you have -100% cast reduc or more from gears, your stats don't matter and you will still insta-cast if there is no fixed cast time. Fixed cast time can only be reduced by sacrament, dancing with wargs, ventus, sixteenth night, and certain gears and are not affected by stats at all. Smackthis should give irowiki a read...

Vellum arc wand for instant GoH is popular in pvp right now.

 

You should see the low Sura's in PvP now, running around with 2k HP and Vellum Arc Wand. Gunslinger's could drop them xD
