It says Agi +2 Dex +1 and Perfect Dodge +10 along with cast time reduction based on upgrade level however it does not add perfect dodge or reduce cast time [ i have a +7 one ] so i would like this to be corrected or my kafra points refunded since its 750KP which could have been put to better use especially with enriched ores in shop right now ..
Please Look Into This

It adds +10 Flee, not Perfect Dodge. And it reduces the variable casting time by 1% for each level of refinement. That's a 7% reduction in variable casting time at +7, which you'll hardly notice, especially if the skill has a fixed cast time portion.
You would've known this if you bothered to look it up in the iROWiki Database.

It should not say +10 perfect dodge, it should say +10 flee. If it says perfect dodge, this should be reported in the item description thread linked above, so it can be fixed.
The cast time reduc should work, but as mentioned above, it is small.
If you want a refund, you can try to get one by sending in a ticket.
