The only way to increase the chance of a card dropping is to use something which increases drop rate in general:
*VIP Subscription (+50%, +100% during event)
*Bubble Gum or HE Bubble Gum (give +100% for 30 mins or +200% for 15 mins, respectively)
*Chewing Gum lower headgear (procs a +50% drop for 1 min by chance when being hit - this does not stack with, and actually replaces Bubble Gum or HE Bubblegum)
VIP and Bubble Gum modifiers stack additively.
Server-wide drop rate events stack multiplicatively with other types of modifiers.

They are all kafra shop-only items. But many players are always vending those items as well.
