i was wondering is the enchanting rate still apply like up to +5 the weapon wont break/disappear?

it wont break +1 - +5 after that you should use a Insurance Scroll

It shouldn't break up till trying for +8, but it's still ridiculously difficult to get to +7 without insurance scrolls.
