well, the expoit for making a chat/vending shop beside an NPC should be Bannable. I mean, it's a kind of abuse. GM made this impossible to just stand beside and NPC and try to make a chat. You clearly need to DO something to be able to achieve this. So there are no reason for anyone to say:
well, i made my chat near a NPC by mistake, it was an accident/not intentional.
Abusing ANYTHING in RO should be bannable. GMs just need to make that announcement weeks before the start banning. (but they are tin the rights of doing this right from the start since players are obviously intentionnaly bypassing some GM "law". (which is not to make chat/vend near an NPC)
People get banned for far less so I don't know why it isn't an active practice to do this. Eden group is insane with the number of chat rooms in there. There should at leastt be a path from the entrance to all three of the portals and more room around the NPC there.
In the latest Tiki livestream Oda advised to report those who exploit the chatrooms near NPCs. But, in reality its like asking to report recurring bots in fields. Players will just keep exploiting, unless GMs can investigate the tickets immediately for such matter then that's another story.
Reporting can take forever and really has done nothing. I've actually noticed bots getting worse so I am going to assume it is a decrease in GM activity. Non-stop chat bots in pontera when before, when they were managing three servers, they weren't as often (least in my experience). With one server it should be easier to manage than before. Perhaps picking up the pace and having someone on frequently all hours of the day would help. Switching to a new GM every hour or so, that monitors all the super active areas. At the very least have someone on to sit there and take requests. I'm sure they will get non-stop messages but they are GMs after all. Kind of what they are there for. I found reporting on the forums much faster than tickets.
What needs to happen is better coding. If the coding was solid and had a wider range around NPC and a coded path in places like Eden group there wouldn't be a need to have GM come in and fix the issue. People simply wouldn't be able to do what they are doing. They only have one server to worry about now so it'd be nice if they would fix things. There are people that will say "Well do you want new cool things or for them to fix minor crap?" I'd prefer all the minor crap, because when you add it all together it helps a lot more than some new stuff that can be pushed back.
