So I'm looking in the Item Mall and notice that there are stat reset scrolls but I can't figure out how exactly they work since we're not allowed to pick our stats.. o_O Any clues?

I dont know about the stat reset, but if you meant skill reset, you can delete all your skill points and reuse them all over again. If its stat reset, maybe its randomly changing the stats or something.

Once you hit 60+ you get to points to allocate your stats to any of str/agi/int/hlt for every level.

At level 60, you get 10 stat points a level to put towards whichever stats you want. So Stat Resets, naturally, reset those points.

If you allocate your points at lv. 60 and you were to buy a stat reset before it and use it, would you be able to pick your stats before 60?

No, its only for stats above level 60.
