It's the Headgear version, not costume, it comes with a tons more bonuses as well :
 

 

+5 AGI, +10 FLEE
Physical attacks bypass the defense of Demi-human and Brute monsters by 10%.
When upgraded to +7, chance on physical attack, autocasts Bleeding in 5x5 cell range.
When upgraded to +9, chance on physical attack, autocasts Summon Spirit Sphere and allows use of "Lion Howling" level 1.
If worn with Angry Snarl, +10 CRIT.
If worn with Angry Snarl and the headgear's upgrade level is +7 or higher, +10% Critical Damage.
If worn with Angry Snarl and the headgear's upgrade level is +9 or higher, +1 ASPD.
Set bonuses are cumulative.

Well, Oda said that we shouldn't rule out it having it's full effects in the future.  They decided to turn it into a costume because in the notes given to them there's only the FLEE bonus.
