I know of the hypnotist in Pron. for up to lvl 40 (useless for the most part IMO, since the majority of us only learn how to properly use our classes much later on )

 

What about resets for the higher levels? Is the neuralizer the only way to reset skills and where is the NPC for stat reset in Payon???

The hypnotist says till level 99 now. Sam Status is just above payon southern eden npc.

Could reset skills as much as you like it seems.

I realize why you mention Sam Status now, the Hypnotist is only resetting skills. That's kind of a bummer I thought it would reset both like it normally did before the level increase.

pretty sure even before, it only reset skills
