Has any cleric taken it? 15 SP for a subpar attack spell with no secondary effect seems like a waste of points when clerics are so strained for sp

It's not worth it, even for battle clerics. The power is low, so low that you will deal more damage just using basic attacks (granted you are buffed and have the attack speed passives).

Why not raise the base power by 50 and each level have the increments be 5 more than they are currently? It would still probably be bad, but it would make it a little stronger.

Even than I wouldn't use it without sub stats. It takes too much sp. And as battle cleric you need alot of other skills and therefor can't miss the sp you spend on Mana Wave.
