You cannot use skills while in skill delay (this is the kind of delay that makes icons show paws, and which is reduced by magic strings). 

 

You also cannot use skills while you're in the attack or skill use animation (within some limits). 

 

Attack speed decreases the length of attack and skill use animations. 

 

Thus, when you are not limited by skill delay, but only by animation delay, attack speed matters for skill spamming speed. Note that in some cases, there are points in the animation where you CAN use another skill - for example, get a good RK into 150 int strings, and watch how he spams - sometimes he'll be able to sneak in the start of another cast before the animation, sometimes not. How easy to do this is depends on aspd and latency as well.

 

But agi is certainly relevant in cases where your animations are longer than the hard skill delay on the skill.
