1. press esc
2. Chose Shortcut config
3. Chose Interface (the middle one out of 3 on top of the new window popup after 2)
4. Assign another hotkey rather than f12 to be you skill bar on/off.
5. open your skill bar
6. Assign your skills.

Why does F12 not work?
Are you using a computer that has the F keys do something else by default? You can usually change this in the BIOS settings (so it works like it's supposed to - the keys normally act like F keys, but if you hold the Fn+Fkey you get the special function).
What is happening when you set different shortcuts for item/etc windows? what do you see when you go back into the shortcut config after setting these? Does it show the right shortcut? After restarting the game, are the settings being saved?

Try the following:
Warning: Making any errors while editing the registry could break your Windows installation. You should therefore create a restore point before following these instructions, which will enable you to undo your changes if necessary.
- Close any and all open Ragnarök Online clients.
- Open the start menu, type "regedit", and then press shift-control-enter.
- Answer the User Account Control dialogue window that is presented affirmatively.
- Select the HKEY_CURRENT_USER key in the left pane.
- Press control-F.
- Enter "UIRectInfo" into the Find what field, disable every option in the Look at field except for Keys, and then press enter.
- Wait until a matching key is found.
- Select the UIRectInfo key and then press delete.
- Press Yes.
- Press F3 to search for additional matching keys. If none are found, then you have finished. Otherwise, repeat steps 7 to 9.
