I just recently came back to playing this game and I was wondering where a level 25 Thief should be leveling up? Should I do quests or grind, because I feel like I level up faster by grinding than going somewhere to do quests. Currently, I'm just grinding around west Prontera. Also, I want to know what happens later in the game, after I get higher level and whether Assassin or Rogue would be better for PvP or PvE (I favor PvE). Sorry if this information is in another post, I couldn't find it. Thanks in advance.

You can do Eden Quests for your level range, if you want. You can get free equips too, specially at levels 26/40/60. If you just want pure grinding, you can follow these for reference.

 

You can pick whatever you want that you can kill efficiently, even the higher leveled ones but not more than 15 levels higher than you.

 

Ant Eggs - level 28 monster eggs

Bigfoot - level 29 monster

Hydra - level 34

Thara Frog - level 40

Byalan 2 (Undersea Tunnel 2) - level 42-48 monsters

Orc Dungeon 1 and Orc Village are nice for level 40 as well, but it is mobby there so you might need to spend more potions.

Byalan 3 (Undersea Tunnel 3) - up to level 53 monsters

As for your other question, you can pick any second job you want. Both are great but I favor Assassin class against Rogue for PvE because they deal more damage I think.

I generally go grasshoppers -> peco peco -> elder willows -> orc village -> groves -> hodes -> geographer -> goats -> TI seems to level really quickly for me anyways.
