Juno bounty board says: "These bounties are available only to adventurers who are between the levels 70-100." I never tried taking these quests before, so I don't know if this has anything to do with today's maintenance or if it's an ongoing issue. I tried on 2 different base level 100 characters.

It's a lie. 
It's always been like that since it was implemented. No harpy/sleeper bounty quest for you. But it might be a good time to go 101 and do Mid TI which also has bounty boards mobs.

Level 100 characters cannot take Splendide bounty board quests either, which means they are excluded from the bounty board quests. This should be fixed.
