I'm not going to spend extra honor trying to see if this duplicates, but I had a Chivalrous Rich Merchant Vest in my storage--I pulled it out on my bourg to use for a costume piece and it, as it was supposed to, became character locked.  I, then, went to equipt it as a costume. It didn't work--so I tried to equit it as a normal piece of armor, it doesnt do anything.  This is both when you try to double click it and when you try to drag it to the open equiptment slot.

Tested it out, but it seems to equip fine so long as you meet the item's job and level requirements.  I would submit a ticket as it may be an issue that is unique to that character.

Check if its broken, it doesn't turn red anymore so its not as obvious

sometimes items that already broken does not turns to red better check its durability if its already 0 (zero)
