It bugs both CC and Acid Bomb, yeah. I didn't really try it with any other class though.
At first I was really happy to get the enchant I wanted on my shoes, but after a while I must say I often pick other shoes over these thanks to the extended delay.

I have to say i like the bear transformation even if i get stuck once in awhile

If you're in an instance, rage face. There is no point of when you're stuck you just get the animation delay.
