Hey there, how are you doing? 

First post here 

I'm trying to finish my TK build but STR just don't let me do it.

After searching for a while a friend of mine told me about the Crazy Uproar Skill, which would make me get exactly 130 STR 

 

Is there any hat or accessory which enables use of Crazy Uproar?

No, it can only be obtained by a merchant class character doing the quest
