Vigor hones on all equips is this good??
Lastly we already have pene buff is it worth it pumping it up by osi/isis card??

1. Full str is good if you have high seeds. But the usual stat build for PvP types are Str/vit or Full Vit.
2. Yes, for shorter cds with skills like Shadow armor.
3. Yes, more broken damage is always welcome.

Vigor / Pvp Damage Increase.
For defenses/durability you can always have vit or vigor for that overpowered shadow armor.

Dont really need to get a lot of Attack power to do damage like that. Your Power rune on your weapon will help a lot and some PVP runes(Chung Lim Sa Runes).
But if you stacked a lot of penetration like using Osiris Rare cards, you can pretty much achieve that damage without using PVP runes.
To make use of PVP runes youd have to use Colo gears either T1 or T2.

About colo gear its usually the glove and shoe part. For me it doesnt matter if you get T1 or T2 since the stat difference is minimal and the only thing you need the colo gears for are the CLS rune slot. Though you get a nice boost of vigor and some vit those since Aov shoe and glove armor parts doesnt have Vit on them.

Would you sacrifice the Wind rune for colo gears? Isn't glove and hat better?

1) Going full str isnt really necessary, u dont need the attack boost / parry of str, I'd say go vit for more HP or agi for more dodge. Both of them are your friends.
2) Vigor hones on all equips are pretty much good , you need to lower your cooldowns as much as possible, having a low cooldown on shadow armor is useful at pvp's.
3) Having isis/osiris cards are pretty much worthess to have unless you can make em rare+ or epic +, with x5 osiris epic+ cards, u can get like 100 penetration, 300 vigor, 2% pvp bonus which are super good when compared to other cards.
Notes : Having pvp gears can be considered as good , u dont really use your gloves/helm/shoes. Having 2 colo gear with jehonn seeds ( Defense, cuz Cross Impact out of hide damage is very high if you got a decent power seedrune) I'd say get colo helm/gloves. Removing helm will cost you some hp but u'll gain 10% pvp defense. Shoes arent really important unless u want to use your wind seedrune.

There are only 5 Accessories, not 6. Because you get a set boni one 2 and 4 parts, you should either go 4/1 or 3/2.

i see.. well thank you for telling me that greven.. so which parts would be really beneficial for sin.. i compared the himm sapp and ruby ring, I did see that the sapp rings has hit/parry/dodge/vigor compare to the ruby rings.. on your opinion is it just better to go sapphire acce all the way??

Well, I made the 4/1 or 3/2 statement, because you can't actually go that wrong.
For the earings and the necklace, ruby is the way to go because it raises your vigor and crit. chance (IMO a design mistake). That's also enough to get the 1.5% str & agi bonus (also a design mistake). So these two are mandatory.
For the rings, it's a bit more complex:
ruby ring (assassin):
+73 hit
+73 dodge
+ 92 haste/cs
+226 critical
+ 960 SP
sapphire ring (assassin):
+92 hit
+122 dodge
+ 80 parry
+92 vigor
+ 960 SP
So it's more or less 92 vigor vs. 226 critical.
And that's the point where I say: Your choice!
Personally, I still prefer vigor => sapphire.
But as chaseme has pointed out, check out Colo Accessories - the PvP bonuses are broken and preferrable. So if you're in a guild and like to do colo, even the medals can be obtained easily.

For example, Cross Impact deals 700% of Physical Attack. How much of your Attack Power is used for its calculation?
I'm aware that we use the weapon's min/max and the character's Attack Power. But I am very curious to know the exact formula.

The physical skill effect is calculated this way.
Physical_Skill_Effect = 0.095 * Attack_Power + Weapon_Avg
Later, this skill effect gets amplified according to the chosen skill, i.e. the 700% in case of a Cross Impact.
Be aware though that there are many other damage modifiers out there (PvP honing, etc.)
