i occasionally would get a ding saying someone is like doing a new party. Not all the times, but I've noticed it's been usually when I was fighting things around my level.

How does the new party system work, exactly, the whole booking thing, I don't get it, and what does that ding mean? that they are just saying anyway, a party of lvl50ers in a lvl 20 area? or were they like poking at me about joining their party? O_O it's all confuzzling

Get yourself into an active guild and an active vent as well. People may have alts in your level range that they would be willing to use to party with you.
