My wife is trying to make a +8 Cake Hat into a costume. The hat is in the NPC's list of headgears, but when selected, the NPC says that she hasn't figured out how to turn this hat into a costume yet. My wife tried while wearing it and while having it in her inventory (not wearing it.) It is +8, so any idea why it's not working?

Alora has the Cake hat listed. If it was an event from the past, the option should be taken out from the NPCs list...

It might be an error then.
From my knowledge it was only available from this quest, which was added again in 2013.
