I guess my question is why it took the pRO merger before kro was willing to send this data; and why they were willing to send pRO those card data but not us?
pRO probably made more money than iRO.

oh yes.....lots and lots of coins , I tell you 
it lead to the server's destruction , though.
management will deny it to their graves but players know better.
anyhow, we took their bait so we're partially at fault

Steady cash flow = sustainability = iRO
Fast and massive cash flow = short-term prosperity but eventual failure = pRO
A lot of people have been telling LU! that this was going to happen, but they never listened. To them, we were just kids who made a lot of noise. Oh well, I guess the kids have the last laugh.

some companies' strategy is short-term orientated. they probably just wanted to grab as much as money as possible, didn't care about server longevity right from the beginning. This happens a lot to proxy server. Kro seems not to care, and doesn't care about non-proxy like us either

that's the pserver model. grab as much cash as you can then fold, and reopen a new one later on to repeat the process.
