CottonCandies & IIJakeII, I'm not sure what to tell you with what you're saying. I don't know where you are not able to log in. Is it when you click "Play" from the patch client, after trying to log in from your ID/Password?

fctsspyke, Skills > Item Mall (tab) to see the reset skills.

ROSE Client are green now(both draconis and leonis), went to Settings, hit Check All then hit START, try logging in and the problem still persist
