em..recently I am dealing with agi up mvps, how effective is phreeoni card for the hit +100 bonus when those mvps are in agi up status? Can the hit +100 help me guarantee to hit? Thanks in advance.
Is it worth to buy a phreeoni card?

I try it before using Iro Stat SImulator
Using 4 Phreeoni Card still useless against Agi Up
Phreeoni would be awesome if give +100 crit

Agi-up samurai spector you need 822 hit for 100% hit rate
Agi-up mistress you need 828 hit for 100% hit rate
Agi-up turtle general you need 766 hit for 100% hit rate
Agi-up tao gunka you need 870 hit for 100% hit rate

phreeoni pretty much saves you 100 dex points, but agi up mvps are completely insane, you need to crit them or use skills that never miss, otherwise you wont be hitting them anytime soon.
altough i believe the lowest hit rate is 5%, even if monsters have insane flee you always have a 5% chance of hitting

^100% hit on agi-up valk randgris is 844 hit

Agi up doubles monster flee so (100 + monster level + monster agi)x2
Valk level is 141
valk agi is 131
(100 + 141 + 131)x2 = 744 flee
For 100% hit, you need 100 more hit than targets flee, so 744 + 100 = 844 hit for 100% hit rate.

They really need to make it so dispel cancels the MvP's Agi up.

Monster flee formula is (100 + monster level + monster agi)
Agi up doubles monster flee so (100 + monster level + monster agi)x2
Valk level is 141
valk agi is 131
(100 + 141 + 131)x2 = 744 flee
For 100% hit, you need 100 more hit than targets flee, so 744 + 100 = 844 hit for 100% hit rate.
em.. just another quick question for you, suppose I have a total of 794 hit (just a make up number), does it mean I can have 50% hit rate for agi up valkyrie?

No its 50%. If you're 50 hit short of the required hit for 100% hit you hit 50% of the time. If you're 100 short you hit 5?%. I think 5% is the minimum?

Curious, would Quagmire or Decrease Agi be useful here?

Boss monsters can't be debuffed, so I guess no.

Now level 5 quagmire does help vs MVPs, as it lowers monsters agi by 50% up to a max of -50 agi and it will remove the increase agi movement speed.
Agi-up valk randgris with quagmire = (100 + 141 + (131 - 50)) x 2 = 644 flee
then you need to add 100 hit for 100% hit, so you need 744 hit for agi up valk randgris with quagmire effect
Decrease agi, I'm pretty sure does not work on MVPs, i could be wrong.
Quagmire definitely works though.

According to this, If i ever get a bxb with 2 phreooni card, I'd get roughly 810 HIT. I'd still fail hitting Valkyrie Randgris with AS unless I go full crit....
NOPE

1st is the one used by thief bugs, kukres, orc ladies. this one doesnt double the user flee.
2nd one used by MVPs and monsters like tikbalang and trentini that doubles the flee of the user.
