I could not get out of training ground. Completed all the quests hit lvl 11/10 and the Kafra did not give me any option to teleport to town, just only one option "About Kafra Services".

Good to hear!

I think for the Kafra part you will need to go through the list till the teleport service is activated. The next time you create a character check that out.
