Been on a bit of a hiatus, not sure if I'm just blind but haven't seen the Eden Group NPC, if she is gone though then where does one find the enhanced refine NPCs and whatnot?

Through Asgard. Go up into the building.
Otherwise use the Mail Annex NPC and then leave through the portal. You'll appear in Eden.
