You can't turn off the effect it shows, it's a so called realm event. It's happening directly on the server, aka server event. It does come with an extra exp buff for everyone. It isn't only bad.
But I assume it will be gone by next maint. So don't worry that much. The cherry blossom leaves only stayed in for one week too.
sumer season = ice cream time
(Or how do you think did the monsters get all the ice cream into their pockets, that we have to collect?)

I don't know why people have so many problems, my game is not crashing (rarely, sometimes if im playing other games while having Dragon Saga in the background) and i don't have dc's (only if there is server problem). :v

First of all, thanks for the event very cute.
Second, the effect, can be only in city, not in normal field, please?
We just used an event which always was in the game and in EU this event has been used the time the server was still available. In EU there were never complains about it.
Technically there is no reason why this effect should cause more lags compared to the falling cherry blossoms of the last week.
It's only a texture not even a complicated 3D model which is falling from the sky.
In easy words: Nothing on the event (called Realm Event) has changed. Only the pictures used for what is falling are different.The picture of the Cherry Blossom leaves which fell down last week has been replaced by pictures of Icecream.
Talking about lags now: If you encounter lags from this event this week, you should have encountered the same lags already last week. It is not very likely that this event causes (more) lags in any way.
I just was in the game to look if there is an FPS drop when the icecream starts to fall. There is not. Also this event has been tested on several PCs beforehand. I took some sceenshots for you to prove:

Here are 3 screenshots taken with falling Icecream. I tried different chat sizes to check if there is any FPS drop then. The framerate on this screenshots is 57~58 FPS:

If you can prove the same measurement against mob, for example in the edge of the world, you will see, how much is the lag.
For today, the game is almost unplayable for me u.u

It's sadly not possible to limit this effect to a specific map or city only. This is not intended by design and it's completely coded into the client. This is why we aren't able to change it.
I will have a look at places with mobs by tomorrow and see if there's also an FPS drop for me. Btw, I noticed some FPS drops and lags over the day without this effect is running.
