Does it is target mode or ground mode ?
I see in here http://irowiki.org/wiki/Arm_Cannon , it said it's Ground Mode.
Is it true or just outdate ?

No, its outdated. You need to Aim something to hit. It aint like Dragon Breat AoE anymore.
