I've tried various quests to lvl up and they have worked,but now I got a problem.I can't fing good exp quests or lvling spots.Any suggestions?

Exp rate just isn't good for leveling 249 levels. If you want, follow gravity's ideals -> Buy cash items such as manuals or HE manuals for +% and some gums to help you get drops.

You could try the Magma Dungeon - monsters are about lvl 100~110, that'll give you good EXP.

You can solo at Dark Priests with heal bomb.
