Ok so i'm looking at making my alt account vip.  I see two options for 30 days. Why is the 30 day that cost 1500 better than the one for 700? What is the difference?

 

Also i'm going to be transferring a character, from my main acct to my alt. When do do this will my main acct be inactive until the transfer is done? Or how does that work?

Because the one that cost 1500 gives you 1500KP along with a 30 day VIP, while the other one does not.

When doing a character transfer you can just continue to play normally until a GM pms you with "hey you gon' need to get off for 5 mins", it's very quick!
