Well, what just happened with me was this: in the begining, my weapon was +15 and then i checked my attendence rewards and saw that i had 5 Blessing Powder, then i tried refining it, it was ok until +19 and 1 Powder left, it went back to +10... i have no way of geting Powder unless from attendence rewards or AH and i don't have that will to play i had in low levels nor have zeny to buy in AH... How can i get blessing powder ? cause really... i'm losing my will to play this

The easiest (cheap/free) way to get blessing powders is from phantom pyramid. Phantom stones are available from hourly attendance boxes for free. They are also obtainable from pandora boxes which are fairly cheap in AH or you can simply farm at any level.
Another method would be via Jehoon, but I think Jehoon would take a lot longer than the phantom pyramid method.
