I assume it was made with pencils, pens, a stylus, photoshop, and other programs in sequence. seeing as how they're drawings that have been digitized then colored and arranged.

I don't know the artist, so I can't tell you for sure.
But I can assure you that it can be done with photoshop if that's your software of choice.
The style itself doesn't have elements particular to photoshop.
