In the February 25 maintenance, Oda said there will be a "normal" MVP summoner NPC for VIPs. Does the limited 3 day VIP you can get with 2 reset stones give you access to the summoner?

Yes, but the access will be limited to the character who handed in the magical stones. If you are planning to use another character on the same non VIP account then you will need to get Mini VIP on the second character and so on.
