How often do green ales drop from a +8 hat? Is the quest repeatable? The npc doesnt respond after doing it once.

Probably 0.1-0.5% rate. I get one ale every two to three full circles at nogg 2. The recocery rate is higger, probably 1%. You can use it like a budget rune hairband or cursed biok.
