i think its not a bug, most of the customes require 4 piece to complete except magician set(6pieces) . just consider it an extra bonus

If a costume has 6 parts, then all 6 must be equipped in order to get the complete bonus. Each set is different, depending on how many parts it has.
In the picture, all 6 parts are equipped so the bonus is applied correctly. It looks like a typo in the description to me but I'll make sure Genesis knows.

edit- I just checked with Genesis and he said that during the time a set is featured in the Lucky Spin, only 4 parts are required to get the full bonus so it seems that this is not a bug.

As you know, once the set is not featured in the Lucky Spin, the bonus % are less than they were during the month the set was in the Spin. You will need to equip all parts of a costume at that time in order to get the most benefit from the remaining bonuses.
