Why my gathering exp wont go up?

I got a char for gathering lvl 21 thief.. farming grass all day and stuck in 199 exp alll the time wont go up.. why? Plz help

Your character has to be at least lvl 30 to start advancing from 199. And then at least lvl 40 to advance from 299 and so on.

I believe it's something like lv.20 > 25 > 30 > 40 > 50 in order to achieve gathering levels 199 > 299 > 399 > 499 > 500.
