They can go up to +7. Depending on what you are using it for, you may want a regular stat enchant instead of a special stat enchant on the third slot.

special <stat> 4, <stat> + 7, <stat> + 7.

 

vit is most wanted, then dex and int.
str and agi are not that wanted, because fallen angel wing and maybe heroic backpack offers more for the garment gear.

luk is nice for creating stuff (brew, forge, edp, rune?)
