Super Novice doesn't count. Right now, the qualification criteria for the second Classic event is to: Be able to transcend and level up to 99.

Thanks cinnamon but I talked to oda and asked him to clarify:

 

For anyone that's interested it didn't have to be made during the event (so you can make a new one)

 

Quite a few people made expandeds, so it's probably right to have oda clarify on what's going on.

The intent of extending the event is to have people transcend and get to 99 on Classic. Sort of an extra freebie for people who have pushed to get their characters to the highest point in pre-Renewal. 
 

Characters created after the event began on June 1st qualify for the second part of the event if they reach level 99 and are transcendent characters. So a level 99 high novice would qualify. Expanded class character would not be able to qualify for the July event extension since they cannot transcend. I apologize for any confusion.
