So I hunted the backpack from 2nd floor Drakos Tower mobs and completed the quest while still in Drakos Tower. However, the quest still shows up in my Journal and I can't even press Accept Quest when I go to Matthew in Ellora Camp because he doesn't have any quest to give. What do I do?

Try talking to romero in ellora camp to start the quest (amnesia 6) then go to mathew to turn in the quest.
Then talk to the nurse to start amnesia 7.
Idk where to start since if your on 5 going to 6 or starting at 6 but cant turn in the back pack or etc.
