I have a level 22 Warrior and is going through the 1st job promotion to knight... I need to be in the city sewers dungeon, but to enter, I need to be 25?
Did I do something wrong or is it intentional?

The [Level+] indicated on the Dungeon's portal is only the recommended one.
The real minimum needed should be indicated in the Dungeon's details upon attempting entering (pressing 'z'/'w' depending on keyboard).
If you can't access the Dungeon, then there's a wrong part that even the details contain: in your case, the needed Quest(s) to be done before and in order to enter.
