They are taken out of the game, the only ones left are the ones that people bought before the transfer to WarpPortal

Or, if you're really lucky you might be able to find some in the Trade Shops, but good luck on that--most of them have disappeared already...

Actually there's a quest to get Odellia return scrolls around the time you get sent to Traitor's ridge.

The quest npc is on top of the house in Advance Windia Plains.

You can also get scrolls through some random quests, I've gotten one for Libra and Camp Eloria though I don't remember what quest gave them or if they are repeatable. The warp scrolls are quest items and are not combinable with my normal warp scrolls. Also they cant be sold traded or any of that good stuff...

you get 2 libra scrolls on pinecone hills chain quest

but not repeatable xD
