No! Just required  23100.

I'm Fail ! im already level up.

Please Fix this Bug and Return Master Points for me.

The international version of RO2, which is the version you are playing, has (at least) doubled MP requirements for Master level 20 and beyond. Unfortunately this is not a bug, it was intentionally done by previous development team (Gravity). New development (Warpportal) plans to reduce the requirements again in the future, but it is probably not going to be soon.
